The Internal Security and State Resilience Conference has long focused on what the role of the state should be in protecting its population and institutions, as well as on its role in a security environment in which the boundaries between external defence and internal security are increasingly blurred.

Although conventional military threats continue to influence defence planning, governments face an increasingly broad spectrum of non-military risks that directly threaten the security of the population, the continuity of essential services and the resilience of critical infrastructure. Hybrid activities, cyberattacks, disasters related to climate change, large-scale emergencies, disinformation campaigns and the rapid proliferation of unmanned systems (UAS) significantly blur the traditional boundaries between external defence and internal security.

The Internal Security and State Resilience Conference provides a unique platform for strategic dialogue among defence and security organisations, integrated rescue system components, public administration authorities, academia and industry. Its aim is to identify innovative approaches, strengthen cooperation across institutional boundaries and present technologies that can enhance the resilience of the state and its preparedness for future crises. The conference is based on the premise that ensuring internal security is no longer the sole responsibility of security and civilian institutions, but requires an integrated approach involving military capabilities, security forces, emergency services and industrial partners.

PROGRAMME

The first conference session focuses on the changing security environment and the role of the state and armed forces in responding to activities below the threshold of open armed conflict. Hybrid campaigns exploit gaps between institutions, ambiguity in the legal environment, technological dependence and societal divisions. Their aim is often to make attribution more difficult, complicate decision-making and prevent a timely response.

The discussion will be conducted at an unclassified and operationally relevant level. It will connect national priorities with practical preparedness issues: what must be protected, which institution is responsible for protection, what information needs to be shared and when military support to civilian authorities is necessary.

The second session moves from threat assessment to practical preparedness. It focuses on the ability of emergency and security services, regional and local authorities, infrastructure operators, communities, industry and research organisations to prevent disruptions, maintain essential services and rapidly restore their functioning.

Attention will be paid to interoperable command and control, crisis communication, public-private cooperation, risk-based investment and the responsible use of artificial intelligence, sensor networks, simulations and dual-use technologies. The aim is not to protect every asset in the same way, but to build scalable and economically sustainable layers of resilience.
