Office of the Deputy Assistant Secretary of Defense (Threat Reduction and Arms Control)
Ms. Kate Zander serves as ANSER’s Program Manager and Principal Analyst in support of the Office of the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control. In this capacity, she manages advisory and assistance services and provides subject matter expertise and assistance to the Director, Chemical and Biological Weapons Elimination.
Ms. Zander has over 20 years’ experience serving the U.S. national security enterprise and has spent much of that time countering weapons of mass destruction (WMD) through support to the Under Secretary of Defense’s Syria Chemical Weapons Senior Integration Group; the U.S. Chemical Demilitarization and Cooperative Threat Reduction Programs; the U.S. Air Force's Arms Control and Chemical, Biological, Radiological, and Nuclear Defense Offices; and the National Response Team's Preparedness Committee. As a certified facilitator, she facilitated National Defense University workshops designed to examine the organizational posture and authorities needed to plan for, coordinate, and facilitate whole-of-government response to WMD crises.
Ms. Zander also served as Chief of Staff at the Project on National Security Reform, where she was responsible for developing strategy, planning for and evaluating program implementation, assessing risks and developing mitigation plans, and day-to-day management of staff in pursuit of multiple lines of effort.
Ms. Zander has received two Awards of Excellence from the Under Secretary of Defense for Acquisition, Technology and Logistics and a Certificate of Appreciation from the Assistant Secretary of Defense for Nuclear, Chemical and Biological Defense Programs for her support to counter WMD efforts. She is also the recipient of various corporate awards, including the Robert M. Oliver Analytical Impact Award, the Ronald M. Cuneo Business Development Award, and numerous Excellence and Board of Trustee Awards.
Ms. Zander received her Master of Arts from George Mason University in Fairfax, Virginia and Bachelor’s Degrees from Miami University in Oxford, Ohio.
