WMD Disablement embraces the range of activities necessary to effect the systematic securing, removal, or destruction of a hostile state or non-state actor’s capability to research, develop, test, produce, store, deploy, or employ CBRN weapons and devices. WMD Disablement, therefore, is not simply the final portion of a process leading to the ultimate physical seizure, destruction, or removal of weapons of mass destruction and their delivery means. Rather, disablement includes the entire process of locating and characterizing these programmes, securing facilities, know-how and materials, as well as destroying, removing, or neutralizing the programmes and ensuring that they will not be reconstituted or transferred in the future. If non-proliferation fails and strategic interests dictate the removal of a WMD threat, the next engagement priority may be WMD Counter-Proliferation activities. WMD Disablement is a highly interdisciplinary activity and occurs at all levels of command (strategic, operational, and tactical). Effective operations will demand a fusion of operational capability, intelligence, subject matter expertise, and diplomatic support.
Lieutenant Colonel Mario Göbel started his military career in 1983 and graduated in 1987 with a diploma in chemical engineering. In the same year he became an officer of the German CBRN defence corps. Since then he held several leadership, staff and instructor positions from tactical to strategic levels. His professional experience includes all phases of mission preparations, operations planning, synchronization and execution with emphasis on NATO Response Force and NATO missions. He is skilled in concept and doctrine development, experimentation, training and leadership development.
Before he assumed his current position LtCol Göbel was the CBRN staff officer of NATO Joint Forces Command Naples and Headquarters Supreme Allied Command Transformation. He is the author of the NATO WMD Disablement Concept and the CBRN Indicative Roadmap.
