National Institute for NBC Protection – Compact R&D Facility for CBRN Testing, Education and Training
National Institute for Nuclear, Chemical and Biological Protection (SUJCHBO) is a Czech public research institution established by the State Office for Nuclear Safety (SUJB) intended for the R&D in the field of chemical, biological, radioactive and nuclear (CBRN) agents. Besides, SUJCHBO provides a technical support to SUJB within the supervisory and inspection activities regarding to the prohibition of chemical and biological weapons, as well as expertise for the Integrated Rescue System of the Czech Republic in emergency situations caused by the intentional release/spread of dangerous chemical or biological agents.
The main scientific activity is applied research and development, focused on detection, identification and evaluation of CBRN substances impact on persons and the environment, evaluation and development of the personal and collective protective equipment against such substances, decontamination. Security research in the framework of the fight against terrorism and serious industrial accidents. Large part of the research is relevant to the policy-making process (strategic decisions, at a state level). Extensive cooperation with universities and other research institutions (CR & EU), Civil-Military cooperation with MoD and the Czech Army, with end users, companies, foreign entities and international organizations. SUJCHBO takes part in various international R&D projects in CBRN field (EC projects CBRNe map, IF-REACT, TWOBIAS, PRACTICE, RACED, CELECTIVE...). SUJCHBO also provides educational and training courses in field of CBRN analysis, decontamination and protection field.
Josef Brinek obtained a PhD in Inorganic Chemistry in 1998. In 1997 he joined SUJCHBO, became head of laboratory (2002), and head of chemical department (2003), where he covers general analyses of toxic substances, testing and evaluation of individual such agents, research and development, education and training in this sphere. In 2013 he took position Deputy Director of SUJCHBO for international R&D activity related to CBRN countermeasures issues. He has been involved in a number of security related projects focused on CBRN (European projects IMPACT, CBRNE Map, TWOBIAS,PRACTICE, IFREACT,CELECTIVE in some of them as WP leader), moreover he acts as a project manager on national level.
