Development of disaster risk reduction in the Czech Republic

Disaster reduction (DR) needs a close cooperation in early warning and also in preventive measures. During the last twenty years DR in the Czech Republic has substantially improved. Besides the state system, covering especially crisis management and integrated rescue system, adopted in 2000 year, also non-governmental organizations as the Czech National Committee for Disaster Reduction (CNC DR) can be helpful in disaster reduction process. Multi-hazard approach to DR and a closer cooperation between civil and military weather services has led to an establishment of the joint System of Integrated Warning Service (SIWS) in 2000 year. Last five years the CNC DR has been involved in education and training by organizing the series of 11 workshops for the public and state administration as well as crisis management specialists from different services and institutions. In 2010 year the CNC DR organized successful international workshop “Early Warning for Flash Floods” showing some missing precautions against such dangerous and fast disaster.


Curriculum Vitae

After studies of nuclear and atmospheric sciences he worked over 25 years in the Nuclear Research Institute in Řež where he received PhD degree in 1969 and DSc. degree in 1992 year. From 1993 till 2011 he served as a director of the Czech Hydrometeorological Institute (CHMI) and  the Permanent Representative of the Czech Republic with the World Meteorological Organization (WMO). During the CHMI director period he promoted coordination and close cooperation among the three main branches of the institute: meteorology/climatology, hydrology and air protection as well as a cooperation of CHMI with the Military Weather Service. His aims were also devoted to an efficient involvement of a hydrometeorological service in early warning and prevention of disasters both at international and national levels. He led national flood warning service (as a member of the State crisis management staff) during the catastrophic floods 1997, 2002 and 2006 and other disasters hitting the country. Since 1997 he has been the chairman of the Czech National Disaster Reduction Committee and continues in this function after retirement in February 2011.
