Critical Information Infrastructure protection in the Czech Republic
Mr Navrátil was born in 1955 in Brno. He and his wife have two grown daughters. He holds an MSc in Engineering from the Faculty of Civil Engineering, Brno Technical University, Czech Republic (1979). Moreover, he attended doctoral programmes there (1984-1986 - numeric methods in engineering, 1987-1989 - automatization systems for managing of technological processes). In 1998 he passed one-year course of security policy at the Military University in Brno, Czech Republic. In 1980 he finished one-year military service and started working as a researcher at the Research Institute for Construction Materials. Between 1992 and 1993 he was employed at the City of Brno Public Property Board as a senior officer. In 1993 he started his own enterprise. In 1996 he was elected the deputy of the Chamber of Deputies of the Czech Parliament as a candidate of the Civil Democratic Alliance. As a deputy he took part at various parliamentary committees (Defence and Security Committee, Military Defence Intelligence Oversight Committee). Among others he participated in drafting Act N. 148/1998 Coll. on the Protection of Classified Information. In 1998 he ceased his membership in the Civic Democratic Alliance and was appointed the Deputy Director of National Security Authority in charge of economy. In 1999 he was appointed the Deputy Director of the Security Information Service (civil counterintelligence) in charge of analytics. On 28 September 2006 he was appointed the Director of the National Security Authority. Mr Navrátil has expertise in the security policy, intelligence and protection of classified information. He is a holder of the PSC COSMIC TOP SECRET. Apart from his native Czech, he speaks English and Russian language. He is keen on history, and literature. Mr Navrátil is not a member of any political party.
